II. Regardless of ethical failures in re: R-1610, this technology and it's multiverse variances are evidence of previously undetected genius-level ability worthy of Council induction. REASSIGNMENT FROM VAR-923847 TO R-2434 RECOMMENDED.
III. This newly apparent ability has somehow escaped notice from the Council until now, with no explanation immediately plausible. COUNCIL INVESTIGATION RECOMMENDED.
IV. As the Council is still rebuilding after the loss of many Reeds, from many universes, the Council cannot afford to turn away new members and new potential leadership.

After much debate, the Council, led by founding member Reed Richards (Earth-98570) adopted the term multiverse variance to identify the Reeds who, for one reason or another, are not quite Reed enough to qualify for Council membership. Just as there are an infinite number of universes, and an infinite number of Reeds, there are an infinite number of possible variances.
02. Similarities to merit multiverse variance qualifications: parallel personal history, significant relationships to other variants (see: Sue Storm and Johnny Storm of Earth-616). Significant differences that prevent Council membership: no evidence of genius-level ability, no evidence of superhuman ability, no evidence of moral extremes worthy of Council attention.
03. W.H.I.S.P.E.R.: World Headquarters for International Scientific/Philosophical Experimentation and Research, notably founded by Reed Richards of Earth-1610 (R-1610). PROJECT OVERSIGHT: tasked to R-1610 by the Council to find a way to contact and return to Earth-1610 by any means necessary. With the onset of genius-level ability in VAR-923847, his apparent decision to create not a suit but a helmet has significant implications for Council investigation.
